Chattanooga, Tennessee and its role (via Oak Ridge National Lab’s development of S.M.A.R.T.) in a world-wide implementation of “model cities”1 cannot be understated:

  • Secret
  • Militarized
  • Armaments (in)
  • Residential
  • Technology

Disclaimer: This isn’t meant to be an all-encompassing exposé: it should, however, serve as a succinct resource for further research, examination and debate. Many volumes could be [and should be] written about this particular subject [… but aren’t].

1 These have also been named “15-minute cities” which are being marketed to the masses as not only convenient, but, essential to “save the planet” as the powers that be perpetuate widespread fear of devastating climate change. (Insert links to relevant articles).

For many years, I’ve been researching various subjects (eg. Maximus Inc.); particularly, those in Tennessee. Repeatedly, Oak Ridge National Laboratory (“ORNL”) reared its ugly head; so, I had to further investigate.

Aside: For those who haven’t yet heard of ORNL, it was an entire city created in secrecy for the Manhattan Project under the Department of Defense and the Atomic Energy Commission for the first two bombs during WWII. It relied upon the import of Nazi German scientists. Operation Paperclip is synonymous with (and ran congruent to) the Manhattan Project: it was a critical component of the MK Ultra experiments that happened around the United States, Canada, United Kingdom and Russia. Nuclear “medicine” was part of the MK atrocities. One aspect of the Manhattan Project that most have ignored were the weapons derived from the project itself: Biosurveillance, Bioweapons, Biometrics Surveillance Programs, Weapon arrays and Direct Energy Weapons (“DEW”s). The list continues to this very day.

Chattanooga is a major contributor to that which became ORNL. Many companies in and around the area were responsible for the manufacturing of critical components for the reactors, the buildings and the infrastructure (eg. railways to transport pieces).

Aside: Sadly, this 20190810 Chattanooga Times Free Press article by Dave Flessner entitled:

“Lab that ushered in the atomic era in WWII broadens mission: Oak Ridge innovations reshape the world”

is behind a pay wall at https://www.timesfreepress.com/news/2019/aug/10/oak-ridge-innovations-reshape-worldlab-ushere/: it was last updated on August 12, 2019.

So, how do we get from the Atomic Bomb to the S.M.A.R.T. City Initiative and unilateral world-wide surveillance systems that we know exist?

The Department of Defense (“DoD”), of course. Most of the technology we use today has been “trickled down” from the military industrial complex (“MIC”) and its many companies; albeit, marketed as “energy efficient”, “responsible”, convenient, etc.

Chattanooga has been poised to emerge onto the world stage for decades, as has the entire state of Tennessee. It was one of two cities chosen for the S.M.A.R.T. Cities Initiative2 and it has taken me a long time to collect, analyze, articulate and disseminate relevant information.

Chattanooga was chosen due to:

2The other city selected for this initiative was San José, California as published at https://www.governing.com/community/chattanooga-is-one-of-two-cities-to-join-smart-city-alliance.html and stored at https://twb.rocks/wp-content/uploads/2025/08/twbROCKS-LIVING-Exposure_Chattanooga-Tennessee_Chattanooga-is-one-of-two-cities-to-join-SMART-City-alliance_Jack-Pendergrass_SAQOTU_Deirdre-Moore-Andee-Jak-Sean-Kiska-Cate-Kiska.pdf. 3One summary of the controversy has been published by Connor Morrissey of Medium in “The Tennessee Valley Authority: A Timeline of Controversy” at https://medium.com/fall-2018-vt-intro-to-appalachian-studies/the-tennessee-valley-authority-a-timeline-of-controversy-b1a69df40a15 and is stored as a pdf at https://twb.rocks/wp-content/uploads/2025/08/twbROCKS-LIVING-Exposure_Chattanooga-Tennessee_TVA-A-Timeline-of-Controversy_Jack-Pendergrass_SAQOTU_Deirdre-Moore-Andee-Jak-Sean-Kiska-Cate-Kiska.pdf.

Aside: Within this bizarre 202107124 “tongue in cheek” Inverse interview is the acknowledgment that the TVA is state-owned:

  • Inverse: “The idea of a government-run power company like the TVA feels like a rare thing in this day and age. What are the benefits of a corporation like yours?”
  • Travis Brickey: “We’re routed into the whole public power model. George Norris, who was a senator from Nebraska at the time, was a proponent of that public power model and partially led the creation of TVA. So we think that’s a really good model.”

As a prerequisite for researching nearly anything in Tennessee, it must be understood that the occult roots run deep here and that the government/politicians are in fact the Freemason Brotherhood, or any sect thereof. (For a copy of one of my introductions to power hierarchies, see https://twb.rocks/blank-00/living/exposure/000666_the-crown-corporation_002 or pdf stored at (insert link)). Operation Paperclip scientists settled in Oak Ridge, Tennessee; Los Alamos, New Mexico; Hanford, Washington and Huntsville, Alabama. Accordingly, there is a “presence” of Germans and Swiss* in East Tennessee that is not mentioned by many. While it would be exhausting to list all of the MIC companies that designed weapons/weapons systems for the DoD, research indicates …

Operation Igloo White was the precursor to all modern programs that develop sensor technology.

Aside: Maximus Inc. founder, David Mastran, was the primary data analyst for [??Operation Igloo White??], thusly lending itself to child support, foster care, welfare and family court systems through the software.

(TO DO: Summarize widespread malevolent use of said software and link to a – z.)

Link to …

The hardware for the sensor technology (ie. the actual sensors) was conceived by the JASON Group (insert link to new page for Jack’s research regarding JASON Group starting at https://x.com/NoogaJack/status/1842551891781386423) while Sandia Labs was a primary contractor for the building of the sensor arrays deployed in Vietnam.

A 51-page exposé “Science Against the People” from December 1972 is stored at Adobe as https://acrobat.adobe.com/id/urn:aaid:sc:US:925226f7-901f-45d3-9152-a2e4c0e3f74c and as six smaller files (that are easier to e-mail, although, still large as full color files) at:

Vietnam’s Phoenix, Strategic Hamlet and Igloo White programs were the basis for the U.S. Department of Homeland Security: marketed as being “for your own security”, the American MIC needed to know what, where, when and with whom each U.S. citizen moved, communicated, etc.

Understand that the MIC is a product of the Jesuit Order. This includes:

  • the Depository Trust Company (“DTC”),
  • the Depository Trust and Clearing Corporation (“DTCC”) and
  • Cede and Company (“Cede&Co”).

Nothing happens without significant funding: for the S.M.A.R.T City Initiative, this means:

  • the World Economic Forum (“WEF”),
  • the International Monetary Fund (“IMF”),
  • the World Bank and,
  • of course, the U.S. Agency for International Development (“USAID”).

Now, you have a small (but solid) appreciation for that which is transpiring in Chattanooga, Tennessee. It began in the 1960s/1970s and major innovations occurred over the past 20-30 years.

Five years ago, “The Infrastructure Success Story in Chattanooga” was written by former Chattanooga Mayor Andy Berke and MIT economics professor Jonathan Gruber. Published at https://prospect.org/infrastructure/building-back-america/infrastructure-success-story-in-chattanooga/ (and also stored as a pdf at https://twb.rocks/wp-content/uploads/2025/08/twbROCKS-LIVING-Exposure_Chattanooga-Tennessee_The-Infrastructure-Success-Story-in-Chattanooga_Jack-Pendergrass_SAQOTU_Deirdre-Moore-Andee-Jak-Sean-Kiska-Cate-Kiska.pdf, one should be able to deduce that …

[insert conclusion of choice regarding municipal-level politicians, academics and media].”

Currently, Chattanooga is receiving massive amounts of funding from various agencies within the U.S. and abroad; the city and surrounding county, Hamilton, again involved in advancing the mass surveillance of every data point imaginable:

  • all vehicular traffic into and out of the city (and county) including speed, direction, license plate,
  • pedestrian traffic patterns,
  • “SMART” device tracking,
  • healthcare information; and,
  • initiatives/responses of “law enforcement”

… all courtesy of TVA, EPB and ORNL.

The surveillance of traffic is disturbing enough; but, feeding that data into the world’s first exoscale supercomputer (ie. ORNL’s “Hewlett Packard Enterprise Frontier” (“OLCF-5”)) for 24/7 data analytics that are used in conjunction with Chattanooga’s complete digital twin should terrify any sane individual. These articles are stored at:

To my knowledge, Chattanooga has access to 3,000 cameras including those operated by the Chattanooga Housing Authority, Hamilton County Schools and private businesses. The S.M.A.R.T grid itself, based upon that which the city will disclose, consists of:

  • 8,000-9,000 miles of fiberoptic cable,
  • a minimum of 200,000 S.M.A.R.T. City sensors,
  • over 1,200 S.M.A.R.T. City switches and devices,
  • the Chattanooga Police Department’s “Real-Time Intelligence Center” (to help “fight crime”),
  • a 600 sq. mile service area and
  • public transportation.

Remember what I said earlier in the thread about Germany? It’s no coincidence that Volkswagen North America has a large production facility here along with its cohorts:

  • ThyssenKrupp (a German industrial engineering and steel production multinational conglomerate),
  • Schnellecke Logistics (an internationally operating family business that offers a wide range of logistics services),
  • BASF (a European multinational company and the largest chemical producer in the world) and
  • GESTAMP (a Spanish multinational automotive engineering company).

In conclusion, Chattanooga is a model (see repetition of the word “model” in bizarre article by Inverse that I quoted earlier) for the other S.M.A.R.T. cities that are slowly coming on-line domestically and abroad. Always look to the MIC (and their handlers) when discussing international control systems: your, your children’s and their children’s lives depend on it.
