The scale of Amazon’s West Texas AI project is starting to sink in. Over the weekend, more details emerged around Amazon’s planned data center campus in Pecos County and the 7.65 GW natural-gas plant expected to power it. The plant is permitted for as much as 33 million tons of CO₂ annually. That is a permitted ceiling, not a prediction of actual emissions, but if emissions approached that level, the facility could become the largest single source of CO₂ pollution in the United States. What makes this project especially important isn’t just its emissions. The campus is expected to initially operate outside the ERCOT grid, effectively pairing hyperscale computing with its own massive power supply. That’s a significant development in the data-center debate. Grid constraints aren’t necessarily stopping AI development anymore. Developers are increasingly looking at building the generation alongside the computers. And that changes the regulatory conversation. A data center at this scale isn’t simply a zoning issue.
